Forget that idea -- the filters in Outlook just plain don't work properly.
I've tried numerous times to set up the filters to handle certain announcement emails that I don't want to see (e.g. if {From: = person x} AND {Subject begins with ***Alert***} then permanently delete it) but Outlook just completely ignores them.
I'm not even sure (okay, I have a really strong supposition) that Microsoft never learned how to read or process mail headers (or trust the user to see them, much less have a clue what they mean), so I'm frankly not surprised that they can't get filtering correct in Outlook (paired with an Exchange server).
For those of you currently using a Microsoft mail client, my suggestion is to (if possible) go and get a real mail client.
Normally Thunderbird works -- I don't have an idea about the original poster's problem. I just had to grouse a bit about Microsoft (since I'm forced to use it for work).
Okay, I'll get off my soapbox and go back to work now.
